Bladimiro Chuquimbalque Maslucan was born in the Amazonas region of Peru. At the age of 20 he moved to the city of Lima in search of work and study opportunities. Regarding work experience, the following stand out: Director of the Social Program - Pueblo Libre Presbyterian Church-Lima, Social Promoter and Project Budget Control at World Vision Peru, Head of the Microcredit Program at the NGO Ayni Peru, Director of the Conciliation Program in the VRAEM at the NGO APENAC, Social Promoter at the Ombudsman's Office in Ayacucho, and Deputy Commissioner for Peace and Development of Alto Huallaga. He is a sociologist from the Inca Garcilaso de la Vega University and a lawyer from the San Cristóbal de Huamanga National University. He was a fellow of the Ford Foundation and received a master’s degree in Fundamental Rights in Spain. He has served as a Criminal Judge in the Superior Court of Justice of Ayacucho and as a Public Defender in the Ministry of Justice and Human Rights in the areas of corruption of officials, money laundering and organized crime. In 2018 he married his wife Gloria Faustor Lau. Bladimiro has been the Executive Director of OSA-Peru since September 2024.
